Title: Regulatory Finance Manager

We’re offering an exciting opportunity for a Regulatory Finance Manager to join our Finance team. This is a key leadership role that connects Cadent’s external interfaces with shippers and Ofgem, as well as internal teams across regulatory and finance. You’ll play a pivotal role in setting prices, ensuring Cadent recovers its allowed revenues under the RIIO framework (Revenue = Incentives + Innovation + Outputs – approximately £2 billion per year), and identifying opportunities to maximise revenue allowances.
Reporting to the Head of Financial Planning and Analysis, you’ll lead the delivery of regulatory finance activities, provide strategic financial advice, and ensure the quality and consistency of financial information reported to Ofgem and shareholders. You’ll also identify value opportunities, perform financial modelling, and advise on financial returns to support Cadent’s regulatory and financial success.

- Pricing & Revenue Recovery – Lead the provision of transportation charges and ensure full recovery of allowed revenues through revenue drivers and reopeners.
- Regulatory Modelling – Manage the annual iteration process with Ofgem, support scenario analysis, and maintain the RIIO Financial Model.
- Financial Advisory – Provide expert regulatory finance and tax advice to support RIIO-GD2 and future price controls.
- Stakeholder Engagement – Build strong relationships with Ofgem, shippers, shareholders, and internal stakeholders to influence outcomes and share best practice.
- Reporting & Compliance – Support internal and external reporting, including RRP, Strategic Performance Reports, and regulatory financial submissions.
- Leadership & Development – Lead a high-performing, collaborative finance team that values inclusion, innovation, and continuous improvement.
What You'll Bring:
We’re looking for a strategic and technically strong finance leader with deep regulatory knowledge and a passion for delivering value.
- Qualified accountant (ACCA, CIMA, ACA)
- Proven experience in a senior finance leadership role or equivalent
- Advanced understanding of RIIO and regulatory frameworks
- Confident in tackling new or unexpected challenges and comfortable with ambiguity
- Strong financial and commercial acumen with post-qualification experience
- Experience in financial modelling and scenario analysis
- Knowledge of corporate taxation and regulatory finance principles
- Skilled in stakeholder management, including external partners
- Excellent communication and presentation skills, with the ability to explain complex issues clearly
- Proven ability to influence senior stakeholders and constructively challenge existing approaches
- Experience in project management, planning, and process improvement
- Commitment to developing and leading high-performing, inclusive teams
